The government also asserts that none of the four sentencing factors identified by the district court as a basis for departing from the 100:1 ratio are encompassed by the legislative intent behind the 100:1 ratio.

A sentencing court’s statement of reasons for a discretionary decision may indicate that a defendant’s sentence is illegal. 18 U.S.C. Sec. 3553(c). At a minimum, such a statement should make clear the factors which motivated the sentence. In this case, the district court’s statement that it would depart from the 100:1 ratio because of its feeling that a fine was necessary to compensate for the loss suffered by the government was unclear. The court failed to identify any of the sentencing factors which were a basis for the decision. Because the court’s statement that it would depart from the 100:1 ratio in order to punish Mr. Collins was ambiguous, we remand for further findings.
